    "content": "It is a straightforward matter. We had gone through this Bill and everything was passed. It was challenged in the courts because SACCOs are one part of the devolved functions and the High Court agreed that indeed on this particular Bill, we should have taken it to the Senate for their input. We hope by redoing it afresh and passing it then take it to the Senate, it would have completed the journey as required by law."
