"content": " Hon. Senators, it is my pleasure and privilege to welcome you to the Sixth Session of the Senate. It is my hope that you are well rested and looking forward to the last Session of the 12th Parliament and arguably, one of the most critical before the next General Election. Hon. Senators, one of the key highlights at the commencement of every Session is consideration of financial matters. Ordinarily, the Budget Policy Statement; the Medium Term Debt Management Strategy; the Draft Division of Revenue Bill; and the Draft County Allocation of Revenue Bill, are submitted to Parliament by 15th of February of each year. You will recall that in this particular case, these documents were submitted to Parliament on 30th November, 2021, as per the National Treasury Circular No. 8/2021 on the preparation of the 2022/2023 to 2024/2025 medium term budget, owing to the fact that 2022 is a General Election year. On our part, the Senate approved the Budget Policy Statement, 2022 on 22nd December, 2021. It is now expected that the National Assembly will introduce the Division of Revenue Bill, 2022 and refer it to the Senate for consideration and subsequent introduction of the County Allocation of Revenue Bill. The timeous conclusion of these two Bills and the Cash Disbursement Schedule will ensure that the budget instruments for the next financial year are passed before the Houses of Parliament is adjourned and will facilitate a smooth transition for the incoming administrations at both the national and county levels of government, after the General"
