    "content": "On consultation/public participation, these Regulations contravene Articles 10 and 118 of the Constitution, Sections 5, 5A, 13(a) and (m) of the Statutory Instruments Act, which require that the regulation-making authority conducts public participation and sufficient consultation with the stakeholders and persons likely to be affected by the Regulations."
