"content": "I also support Clause 8 of the Bill, which makes provision for tenderers not to delay contracts. Sometimes, the tenderers know very well that they have lost legally. Then they appeal; which is a long process. They do it to delay the process and sometimes, to embarrass the process of rendering services. For example, if you supply drugs, they know that they will not win. However, they make appeals during the last day when you should award the tender. They know that it will take months and they will lose. However, they will delay the process of rendering services. While you are still going through that process, people suffer a lot. I find that very important."
