    "content": "Hon. Temporary Deputy Speaker, there is also the issue of the division of Extended Producer Responsibility (EPR), which has been given a very limited function in this Bill. It is critical when you understand the whole cycle of solid waste management. We felt that EPR should be mandatory and legally binding for all at consumer stage, production stage and post-consumer stage. While post-consumer stage covers waste generation and activities undertaken thereafter, globally, EPR obligation covers the full cycle, including the consumer stage, take backs and recycling. It covers the entire production from the beginning until when it becomes a waste and you need to throw it away."
