    "content": "This Bill has also tasked the devolved units to ensure that they provide centres for collection of materials that can be recycled. It affects county governments by ensuring that they provide central collection centres for materials that can be recycled. The Bill talks about the penalties against those who will obstruct the NEMA and even those who will not separate materials in terms of degradable and non-degradable materials. The county governments shall establish waste management infrastructure to promote source segregation, collection, re-use and set up of materials recovery. They will be responsible for implementing the devolved function of waste management and establishing the financial and operational conditions for effective performance."
