    "content": " Thank you, Hon. Speaker. The response from the Chairman was very careless and underwhelming. It is the responsibility of the Government to guarantee security for all Kenyans. Kerio Valley is part of Kenya, and the residents there should be guaranteed their security to carry on with their businesses like any other Kenyans. Hon. Speaker, it is not a favour for the Government to provide security to all the citizens of Kenya; it is a responsibility anchored in our Constitution, and it is one of the basic responsibilities of the Government. As for the Chairman to come and proclaim that the Government does not have enough resources to provide the NPR, it is reckless and impetuous.
