    "content": "There is a very dangerous provision that was put there, that a person shall be qualified to be appointed if that person has not acted in a manner that is prejudicial to national security since the end of his or her military service. How do you determine a person has not acted in a prejudicial manner? It is subject to a lot of abuse and misinterpretation. We do not want to have veterans being denied their rights on account of misinterpretation by a person without defining what acting in a prejudicial manner is. It is for purposes of clarity to remove the ambiguity and also to avoid the potential for abuse in the interpretation of that clause. That is why we propose to delete it."
