Chairman, I beg to move: THAT, Clause 5 of the Bill be amended by deleting sub-clause (3) and substituting therefor the following new sub clause — (3) Every person with disability has a right to own and inherit property, to control their own financial affairs and to have access to savings and loan facilities, mortgages and other forms of financial credit on an equal basis with others. Hon.
