    "content": " Hon. Temporary Deputy Chairman, I beg to move: THAT, the following new Part be inserted immediately after PART V of the Bill: 63A. (1) In the discharge of the functions specified in Part II of the Fourth The Role of County Schedule to the Constitution, every county government shall— governments (a) provide or facilitate the provision of pre-primary education; and, (b) provide or facilitate the provision of childcare facilities. (2) Every county government shall, in consultation with the Cabinet Secretary, develop policies and guidelines for the better carrying out of the functions specified in subsection (1)."
