    "content": "There are many instances where children are lost and are presumed to be abandoned. Where a parent can demonstrate that a child was lost and the parent made efforts to trace and reunite with the child, adoption of the child should be recalled. Special consideration should be placed, however, to avoid destabilizing the child where he or she has had a long-lasting relationship with the adoptive parents. In such a case, the court may direct that the adoptive and biological parents enter into an agreement for joint custody of the child. This is now correcting a major problem that we have had in this country. If adopted by the House, it will help clear challenges that exist within many families in this country."
