I beg to move: THAT, Clause 2(j) of the Bill be amended— (j) by deleting the definition of the term “legal custody” and substituting therefor the following definition- “legal custody” means the temporary conferment, to a person, of parental rights and responsibilities of a person having lawful custody over a child for a defined period of time under an order of a Court of competent jurisdiction; The Order Paper refers to “legal custody” to mean temporary parental rights and responsibilities. This is not true because it is not always temporary. It means that the conferment were personal parental rights and responsibilities of a child for a defined period of time, which could be temporary or even longer. This is to make the meaning clearer since legal custody is not always temporary. Legal custody is not always temporary. The wording or phrasing of the sentence so far is also not very clear. As I seek clarity, I want to indicate that legal custody is not always temporary."
