    "content": "I just want to make two comments as I second this report that has been annulled. There is the issue of pending bills. I am a Member of the County Public Accounts and Investments Committee (CPAIC), which looks at counties’ audit queries. The biggest challenge we have is pending bills. Most Kenyans, Persons with Disabilities (PWDs), the youth and women who do business with the counties and the national Government have not been paid."
