    "content": "The Commission on Revenue Allocation (CRA), the Office of the Auditor- General (OAG), the Institute of Certified Public Accountants of Kenya (ICPAK), the National Treasury and many other bodies made submissions. These Regulations will keep on improving. In future, these stakeholders must consult us. These Regulations have been annulled because they have not met the threshold and standards of regulations provided. However, not all is lost. We can still use them as reference in drafting future rules and regulations."
