    "content": "Mr. Temporary Speaker, Sir, if we are going to stick by the rules, then I rise under Standing Order No. 36 (1), which states that- “If at any time after the Chair is taken, or when the Senate is in Committee, a Senator objects that there is not a quorum present, the Speaker or the Chairperson shall count the Senators present in the Senate or the Committee as the case may be.” Mr. Temporary Speaker, Sir, Standing Order No.36 is about quorum during the proceeding of the Senate. Specifically, No.36(1) says: “If at any time after the Chair is taken, or when the Senate is in Committee, a Senator objects that there is not a quorum present, the Speaker or the Chairperson shall count the Senators present in the Senate or the Committee as the case maybe be”."
