    "content": "THAT clause 187 of the Bill be amended — (a) by deleting the word “Director” wherever it appears and substituting therefor the word “Secretary”; (b) in sub clause (1), by deleting the words “National Adoption Committee” appearing immediately before the words “, in accordance” under paragraph (a) and substituting therefor the word “Council”; (c) by deleting the sub clause (3) and substituting therefor the following new sub clause— “(3) An applicant shall not preselect a prospective adoptive child except— (a) in the case of kinship adoption; (b) where the applicant is a foster parent seeking to adopt a fostered child under the applicant’s care.”"
