    "content": "The amendment on sub clause 2 (a) has already been done by the Committee. I am suggesting this because I have dealt with many cases where parents or guardians are presumed that they have abandoned the child. There is one case where somebody came to us at the Cradle for adoption of a child. When we were trying to free up the child for adoption, we discovered that we had followed the case of the mother who had died. The parents of the woman were extremely poor. They would not even get fare to come and see the child. She was not free for adoption. However, the Children’s Home that was taking care of her presumed that the guardians had abandoned her because they had not seen her for more than six months. Sometimes it is done out of poverty. We can give it a year before we presume that you have abandoned the child."
