Chairman, whereas I do not have problems with the proposal by the Member, I would like to hear from her what she thinks those organisations or people, who come up with outrageous programmes relating to children and they start implementing them without consultation with the council or the advisory committee at the county level. I see no alternative in her proposal once we delete sub clauses 9 and 10, to deal with such people. Quite clearly Hon. Chair, these things do happen. Sometimes, we have people who come from outside the country and they pretend to be supporting programmes at the local level just for us to realise that those programmes are harmful to the children because they were not notified or even discussed with the Advisory Committees. The issue here is not about punishing or giving powers to the Committees, but it is to ensure that we also coordinate the programmes that we are implementing at ground level. As I said, having been involved in local activities including those relating to children, I know there have been some organisations and people who come here in the name of supporting our children and our organisations, but they end up implementing programmes that are very harmful to our children."
