    "content": "I am calling it a drastic proposal because having conducted public participation with many stakeholders, the Committee came to a conclusion that this country needs to close down children care institutes referred to as Charitable Children Institutions (CCIs) over a period of 10 years, and encourage the country to take the direction that other countries have taken of family care instead of putting children into homes. This has been successfully done in places like Rwanda. We believe that, that direction will ensure that we bring up our children who are in need of care in a family set-up, and are not in a home that looks like a cage that might bring up children who are not well guided in the family life. Therefore, we propose to delete this Clause, and replace it with a new one."
