    "content": "THAT, Clause 70 of the Bill be amended in sub section (2) by deleting the word “may” and substituting therefor the word “shall”. Hon. Chairman, the reason why we should not have children institutions is if they are not able to provide children with medical care, education or training. It should not be optional. Once you have institutionalised children there, you should ensure that if they are sick, they should get medical care, as well as education and any form of training. So, I am just proposing that we move it from “may” to “shall.”"
