Chairman, I beg to move: THAT, Clause 71 of the Bill be amended by deleting the words “Chief Executive Officer” wherever they appear and substituting therefor the word “Council” We are just replacing the Chief Executive Officer with the Council on an understanding that the council is the governing body of the National Council for Children Services and therefore all applications should be made to the council."
