    "content": " Hon. Chairman, you know for every authority, there has to be a way of sanctioning that authority, if it acts beyond its powers or is unreasonable. That is a principle in the Constitution. That is why people go for judicial review. I think what Hon. Millie Odhiambo is asking for is very much justified so that there is somebody else who can deal with the authority or that particular council, in case it misuses it. I thank you, Hon. Chairman."
