    "content": "In the first amendment, we are deleting the word “director” and replacing it with the word “secretary”. This is because of the nomenclature, as explained before. In the second amendment, we are inserting the word “rehabilitation”. This is to clarify the role of the rehabilitation homes. They offer rehabilitation services to the children."
