    "content": " Hon. Deputy Speaker, I beg to move that the Penal Code (Amendment) (No.2) Bill (National Assembly Bill No.47 of 2021) be now read a Second Time. Hon. Deputy Speaker, Kenya got its independence in 1963. The laws made at that time are colonial, yet they are still applicable to date. Some of the offences in this Bill are loitering and disorderly conduct. My constituency is an urban area and the police have been harassing my constituents because of these colonial laws.
