    "content": "(i) by deleting the word “Director” and substituting therefor the word “Secretary” appearing in paragraph (a); (d) in sub clause (7) by deleting the word “State” and substituting therefor the words “Cabinet Secretary responsible for matters relating to finance.” Most of these amendments are to tidy up and correct grammatical errors. We have one that is replacing the term “Director” with “Secretary.” The last one mandates the Cabinet Secretary in charge of Finance to make regulations establishing the Children Welfare Fund, under the Public Finance Management Act."
