    "content": "I agree in terms of providing spaces, but not in terms of the Government permitting the child to go and play because it is the parent who is responsible. The import of this amendment was to ensure that the parent or guardian has that responsibility and obligation, not the Government. Between Hon. Millie and the Committee, we stand to be guided, so that we do not end up over-legislating in terms of bringing the Government into the home and giving it the responsibility of the parent."
