    "content": " Mr. Speaker, Sir, I beg to reply. (a) The crisis at the Kenya Planters Co-operative Union (KPCU) has been precipitated by factors which include gross mismanagement, failure to respond to the effects of liberalization, taking undue advantage of dual registration to evade accountability and heavy indebtedness. The lead creditor is Kenya Commercial Bank (KCB) which is owed about Kshs634 million; a sum which has not been serviced regularly. Consequently, the bank decided to place KPCU under receivership to recover its debts. (b) There have been wide consultations within the Government and KCB to seek a rescue type of receivership which fully safeguards the interest of coffee farmers, hence avoid liquidation. Other proposed measures include; implementation of the KPCU restructuring study report and rescue plan to take an Uchumi type approach."
