    "content": "There are ceilings that have been proposed for county assemblies. I am concerned. Even though I second and support this Bill, in the Public Finance Management Act and the subsequent regulations, we had said that county assembly allocation should not exceed 7 per cent of the equitable share due to a county government. With time, county assemblies have petitioned the Senate. They have cried out against county executives that have been seemingly denying them funds to do things."
