    "content": "I was saying that population is a critical factor in the allocation of resources to any county. Health is a fully devolved function but unfortunately almost 90 per cent of the budget is held in the Ministry of Health. It should be devolved to the county governments to use the funds in the health sector. Agriculture is allocated 10 per cent, urban is allocated 5 per cent, poverty has 14 per cent, land area has 8 per cent, roads has 8 per cent and basic share is 20 per cent."
