    "content": "I foresee a problem but I hope it is provided for in this budget. Pending bills, which are a big headache for all governments, whether at the national or county level, must be provided for, so that we start on a clean slate. It is not fair to pass over pending bills to an incoming government without settling them. If it were possible, they should be settled in this financial year which ends on 30th June. That is less than two months from now."
