    "content": "The current governors will not access the money we are sending to the county governments because their time will be over. Realistically, by the time the Exchequer will release the money, the elections will be over. I want to tell my sister, Sen. Shiyonga, that she should not be afraid that this money will be spent by the current governors. In fact, by the time this money goes to the county governments, it will be sometime in September or October, which is a violation of the Public Finance Management (PFM) Act, 2012. I support and I hope that this money can go and help Kenyans. I thank you."
