    "content": " Thank you, Hon. Speaker. You may confuse people by using that name. I thank you for giving me this opportunity. I also thank the Mover of this Bill. I start by quoting Mahatma Gandhi who said that the true measure of any society can be found in how it treats its most vulnerable. I am actually surprised that we do not already have this law in place in this country. We have spoken about it and even tried to implement some of the things that we are talking about today. In international fora and using statutory instruments, we have been doing a lot of work. It is actually a surprise that we have not been able to put a framework in place to implement it."
