    "content": "On the issue of recognition, I believe it starts with a birth certificate, then an ID and lastly a passport. They control human rights and also civic and political rights. That is why, in this Bill, the Independent Electoral and Boundaries Commission (IEBC) is mandated to ensure that during voting, people with disabilities are given access to polling stations. They have a right to possess a voter’s card, a passport - if they wish to have one - and other documents. They have a right to vote. They should be assisted if they need assistance in the polling stations. Recognition is critical because it gives one identity. It must be protected by all means."
