    "content": "On production, time and again, I hear us talking about zero-rating equipment and devices used by people living with disabilities. The tragedy is that approximately 90 per cent of the devices used by PWDs are imported. It is high time we decided to produce some of these devices within our borders as a country. This would go a long way in cutting the cost of devices used by PWDs. We could set up production plants and factories required for the manufacture of basic devices like walking canes, spectacles, hearing aids, and wheelchairs. If we move in that direction, we will not only talk of zero-rating imported devices from abroad, but also have a cache of devices that would be locally-produced. The Bill is very elaborate on the rights of people living with disability, especially in employment. I hail from the City County of Nairobi and I can say that the Government has employed all the people it can. Corporate Kenya has employed all the people it can.
