    "content": "I do not know whether to support this Bill or not. This is because I have gone through it and know that the Senate Majority Leader moved it, yet it is not his Bill because it belongs to the National Assembly. I share the same sentiments with my colleague, Sen. (Dr.) Ali. Waste management is a very lucrative business. Sometimes, I think it is a bit ridiculous that we sit down in Parliament to develop legislation and most of the legislation developed here is aimed at one thing. Before, every legislation sponsored by the Government was aimed at one thing - creating an authority. If I was to support this Bill, I do not know whether to use the word ‘stupid’ because I do not know whether it is parliamentary or not. It is un-parliamentary."
