    "content": "Hon. Members, we convene today under extremely unique circumstances. I wish to formally report to the House that on 23rd April 2022, following the Presidential Proclamation of 22nd April 2022 regarding the demise of the Third President of the Republic of Kenya, His Excellency Hon. Emilio Mwai Kibaki, CGH, I received a request from the Leader of the Majority Party seeking to convene a Special Sitting of the House. The purpose of the Special Sitting is to transact the following business: (a) Procedural notification to the assembled House with respect to the Presidential Proclamation of 22nd April 2022 regarding the demise of the Third President of the Republic of Kenya, His Excellency Hon. Emilio Mwai Kibaki; and, (b) Consideration of Exceptional Motion on Honour and Tributes of the House to the late Third President of the Republic of Kenya, His Excellency Hon. Emilio Mwai Kibaki, following the Presidential Proclamation of 22nd April 2022 regarding his demise."
