    "content": "When President Kibaki left office, he left the country with a public debt of Kshs1.8 trillion because he borrowed very well, every year about Kshs200 billion for infrastructural projects. At that point in time, the economy was financed locally and domestically at 93 per cent of the GDP. We were only borrowing about 6 per cent. Today, all of our development budget is borrowed because of poor fiscal economic strategy."
