    "content": " Thank you, Hon. Speaker. I rise to support what Hon. David Ochieng’ has raised. It is indeed true that the Commissioners whom we elected, especially those who sit in the National Assembly, must act in the best interest of Members of the National Assembly. It is true that the office block that we have waited for two terms of Parliament is incomplete. Since I joined this House in 2013, that office block has been under construction. When I chaired the Budget and Appropriations Committee, the Commissioners appeared before us every year and promised that by August the following year, the building would be complete. Hon. Ochieng’ purports that he has never used his office because it does not have windows and ventilation."
