The Speaker examines if the document relates to the matter for which it has been tabled; is signed, and if it’s a government document, by the authorised person or persons it bears the emblem or logo of the institution/person from which it originated or coat of arms in the case of documents from Government agencies; clearly indicates the author and person to whom it is addressed; discloses the origin/source of the document; bears certification where a document other than the original is being tabled; if electronic, has been obtained from a source that does not permit alteration of contents (rule of admission of electronic evidence); if it relates to a claim made before the House or a Committee, its content has a nexus with the claim; and, is stamped and clearly indicates the person signing off the stamp. That is in so far as the technical part is concerned. That is the checklist. Now, Hon. Otiende Amollo has raised an issue. It is good that I can see a few other Members present so that I can explain this point. I do not know of any Speaker, since independence, who was ever elected as an independent in this House. All Speakers, including myself, have been sponsored by political parties. They have gone on to preside over the proceedings and affairs of the House regardless of the sponsoring party."
