    "content": " Thank you very much, Hon. Temporary Deputy Speaker. I rise to support this important Bill as a member of the Committee that discussed it. What is being proposed is to come up with a population database which will capture information relating to our populace. A number of clauses provide for different things. The Bill proposes issuance of a Huduma card - a card that will contain important information relating to an individual in this country. The card is supposed to capture information contained on our National Identity cards, National Hospital Insurance Fund (NHIF) cards and National Social Security Fund (NSSF) cards. Once you get this card, you will use it to access almost all services, including NHIF, National Transport and Safety Authority (NTSA) and other important information."
