    "content": "As we debate this important Bill, there must also be a very clear strategy on how to create awareness amongst Kenyans, so that they can do away with the fears that they have as a result of this Bill. The State Departments which fear that they might be done away with as a result of this Bill should be assured that when it becomes an Act of Parliament, they will still operate. However, there can be kind of administrative changes in structure. The Bill proposes a Director-General to manage this data. The State Departments of Immigration Services, National Registration Bureau and Civil Registration Services will now work under this Director-General. This causes issues. If someone heads the State Department of Immigration Services as the Director-General and then he gets another Director-General above him, does it then mean that there will be a conflict?
