    "content": "Hon. Temporary Deputy Speaker, the other issue which came up is the PS having a lot of powers when it comes to the way this Bill will be handled. We raised it with the PS for the Ministry of Interior and Coordination of National Government, Mr. Kibicho. Even as we deal with this Bill, we know that when so much power is vested in an individual, it can be a problem. He might misuse it. These are contentious issues. Since we are in the Second Reading, we will raise them. We will change one or two things in the Committee of the whole House."
