    "content": "(a) in sub-clause (1) by deleting paragraph (f) and substituting therefor the following new paragraph— “(f) one person nominated by the umbrella body of estate coffee growers;” (b) by deleting sub-clause (3) and substituting therefor the following new sub clause— “(3) A person is qualified for appointment as Chairperson of the Board of the Institute if that person holds a master’s degree in agriculture, crops science, or other relevant degree from a university recognised in Kenya.” Clause 67 of the Bill provides the membership of the Coffee Research Institute. The proposed amendment to sub clause 1(f) provides clarity on the nominating body. Further, the proposed amendment to sub clause (3) enhances the qualification for appointment of a person as the Chairperson of the Board from a degree to a master’s degree. This will enhance the effectiveness of the institute."
