Temporary Deputy Chairman, I beg to move: THAT, Clause 70 of the Bill be amended in sub-clause (2) by inserting the following new paragraph immediately after paragraph (e)— “(ea) issue certified coffee seeds or seedlings for multiplication in coffee nurseries to coffee growers or for export;” The proposed amendment arose during consideration of Clause 38(1)(d) of the Bill, which provides for one of the functions of the Coffee Research Institute as to issue certified coffee seeds or seedlings for multiplication in coffee nurseries to coffee growers or for export. It rightly places the function in Clause 70, which provides comprehensively the function of the institute."
