    "content": "Clause 74(3) provides the qualification of a person to be appointed as the Chief Executive Officer (CEO) of the Coffee Research Institute. The proposed amendment enhances the education qualification from a degree to a master’s degree in agriculture or crops science from a university which is recognised in Kenya. This will enhance the institute’s effectiveness."
