    "content": "The justification is, the proposed amendment seeks to align the provision of Standing Order No. 118 of the National Assembly Standing Orders, which requires the provision of delegate powers be in a separate and distinct part of the Bill under the title “”Provisions on Delegate Powers.” It further includes value addition of coffee exports and imports as one of the aspects to be provided for in the regulations."
