All property, except such property as the Cabinet assets and Secretary may specify in writing, which, immediately before the liabilities. commencement of this Act, was vested in the Government for the use of the Coffee Directorate of the Agriculture and Food Authority and the Coffee Research Institute of the Kenya Agricultural and Livestock Research Organization, shall, on the date of commencement of this Act, vest in the Board and the Institute, respectively, subject to any existing interests, liabilities, charges, obligations and trusts affecting that property.
