    "content": "(3) An applicant for a licence or permit under subsection (1) shall submit an application in the prescribed form together with the prescribed fees to the respective county executive committee member for consideration. (4) The county executive committee member shall consider the application and may issue to the applicant a licence in accordance with the respective county legislation."
