    "content": "The justification is that the proposed New Clause 26A, New Clause 26B, New Clause 26C, New Clause 26D and New Clause 26E seek to provide clearly for the licensing issue by county governments, registration by the Board which was missing in the Bill, registration by the county governments, registration by the cooperative societies which was missing in the Bill and prohibition of certain acts without a licence. The proposed new clauses envisage the regulatory part of the Bill."
