"content": " Hon. Speaker, I was here in the morning, and we supported the Bill. The Second Reading stage enriches the outcomes of the Committee of the whole House. If we only have one hour of this, how will we have Members’ contributions enriching the amendments? According to Standing Order No. 124, by leave of the House can be denied by one Member with sympathy from the Speaker; or one Member supported by other five Members. Why does Hon. Otiende want to amend our Standing Orders now? Hon. Speaker, you have made a ruling. We like your ruling and thank you for that."
